The Modified KFm Foil, which the authors of the paper developed based on the Kline-Fogleman concept foil was tested and ...

"The above results discussed that the UAV has high aerodynamic performance with highly controllability and stability. This design results justify that the requirement of aerobatic performance has been met. It has a stall angle at 40 degrees of AOA where it implies that design can perform all above discussed maneuvers at 1,000,000 Reynolds number."

In Short, it works and works well.
Note that the foil step is thicker but less than ( about half) the typical 40% of wing depth.

I came to the conclusion that the KF4 is very good for aerobatics and stability and has a good slow stall speed last year with my two P.60 flying wings. One had a flat bottomed aerofoil and the first had KF4.
The only down side I found for the KF4 was a loss of top speed over the aerofoil version.
This is why I would recommend the KF4 for park jets.
The KF4 gives an amazing locked in feeling.
