There is a flying club right next to SEAWORLD at Mission bay area. Don't know now if they allow guests to fly, but a couple of years back they did and had a ball flying in 60 degree weather where home it, was the dead of winter.
I like to design and fly unique planes.

You might better luck farther inland. Pretty heavily populated near the coast, except around Camp Pendleton. But they probably don't want any UAVs flying around there.
